that is a tough question- it floats based on engagement of the page. just like quality scores of a web page. better quality, lower cost. on social , the better page engagement is as a whole, the lower cost per targeted video view. It is also HOW you promote a video. If you simply boosts from your timeline, you will pay a premium and get disgruntled.

if you promote properly on a highly engaged page, you could see as we do often times a fraction of a penny per targeted view.
